The Longyang Xia hydroelectric power station is the first large-scale and carryover storage reservoir in the Yellow River, and holds the post of the main modulation power plant in northwest electrical network. Recently under the water used supply and demand contradictory prominent influence, the emergent water dispatch has become an important. And add to oneself exist the dispatch question, Longyang Xia power generation loss to be serious, at the same time the yellow river water resource management and northwest electrical network safe operation has had the serious influence.The implementation that paid for the water resources used is the inevitable trend, profits the basic principle according to who which who pays expenses, the upriver benefit sacrifice supports to the downriver economical development, obviously has disobeys the just principle, according to loses the mechanism establishment which carries on compensates is the water resource management inevitable trend.This article from analyzed the runoff datum to go into the Longyang Xia reservoir, studies the situation about runoff abundant and dry change, and based on the water situation proposed using NN (Neural Networks) to forecast, and implemented the reservoir optimization operation on forecast basis. Through adopted the different dispatch way the computation contrast discovery, relatively the implementation to optimize the dispatcher to be allowed to enhance the power rate.Simultaneously the power generation loss computation model has been established, separately on normally situation and unusually inflow situation the power generation loss to becomputed.
