Observation on real time circumstance of vessel traffic is the most basic method in common use when doing some investigation in vessel traffic. The purpose is to collect some basic data we need when doing statistics and analysis on the essential of the vessel and the status of the vessel traffic. This paper intends to provide scientific evidence to improve the means of vessel transportation, constitute the highway code, build a VTS and improve the status of the vessel traffic. In short, it is a good way to collect datum for forecasting the future of the vessel traffic.The traditional methods of observation on real time circumstance of vessel traffic are observed by vision, radar, and taking pictures. Manual processing of the data is the main way. Sometimes using computer to do the analysis is a complement method. But in this way, the integrality and reliability of the information; the accuracy and speediness of the process are not very good. This paper summarizes the traditional observation methods and the process methods, introduces a new investigated method based on the information of AIS, and builds a computer processing system on data observed on real time circumstance of vessel traffic based on radar and AIS. Receiving data from the vessels with AIS within the water area through the AIS station on the bank, including static information like the name, nationality, class and ton class, and real time dynamic information like the position, direction and speed. The information has distinct excellence of integrity and reliability. Moreover, it is easy to investigate. By some necessary conversion, the data can be used directly to statistics and the system analysis.This system uses window frame as some other programs. When applying statistics and analysis, the users could communicate with the dialog box and tell the system what kind of result should be shown.
