Currently, the competence assessment of Radar/ARPA simulator training for students is mainly based on subjective method by instructors. It is greatly affected by human and lacking of objective and standard criteria of assessment. It is the main reason that makes assessment difficult. In order to make this process more objective and more reasonable, and to relieve the strength of instructor during this process, the author proposes to design the competence assessment system of Radar/ARPA simulator training for students.The assessment system consists of three modules---computation module, standard decision-making in collision avoidance module and assessment module. The purpose of computation module is to supply parameters of movement and some standard value concerning assessment computation, such as DCPA, TCPA, course and velocity of target ship. Standard decision-making in collision avoidance module is designed to fulfill the function of creating the mathematical model in collision avoidance, altering course and changing velocity according to the situation of two ship, meanwhile, make the correct decision-making and calculate the value of action to avoid collision. The assessment module makes use of non-parametric assumption checking of mathematical statistics method to obtain mathematical model of assessment. At the same time, the assessment module can provide mathematical model of error distribution of each monomial assessment element. After getting grade of each monomial assessment element, the author applies weighted average methods to obtain students' total grade. The system which includes a student information and grade database can manage student grade conveniently by means of ODBC access technology.The experiment results demonstrate that the assessment system can assess the students' grade objectively, reasonably and effectively. And the assessment system provides the function of Radar/ARPA simulation assessment for the trainer station and improves the marine simulator capability as well.
