In order to study the central axes in urban construction particular in Luanda new urban construction functions, this paper carried on the classified outline according to the research emphasis point to in the cities with central axes in the world. by studying the difficult position which the urban construction nowadays and reviewing the past cities with central axes theory, the paper studies new viewpoint about the new city and the central axes planning method, and point out the value orientation, the pattern discussion and the planning method for the newly built cities with the central axes. Finally, with the Luanda case research, the paper discusses the experience studies and the actual application value, and obtains some value to the specific city construction in our country instruction.About the central axes of city, the predecessor has much achievement, and performs in the historical urban construction practice. however the central axes concept in the urban planning is not merely limits to the concrete city space, it is also related with city shapes and city development and people's ideology and people's activity even country political system. So, the central axes have widespread meanings. In the remarkable acceleration of urbanized advancement in our country, and the urban construction is valued day by day today, the research of the central axes should have great significance.
