This paper makes a deep research and detail acknowledge on the maximum common factor frequency, the minimum common multiple cycle and phase coincidence points of any two periodic frequency signals. If using anyone of this serial of phase coincidence points between the two periodic frequency signal constitutes the start and stop signal of the counter, so it can eliminate the±1 count error, and the non-error frequency measuring result will be achieved, but this theory in application have errors at the named non-standard frequency points, at these named non-standard frequency points we can't acquire the high precision as the standard frequency points, such as 5MHz, 10MHz, 2.5MHz, 1MHz, 100KHz and so on. After a further study on the characterization of this theory, this paper presents a high accurate non-standard frequency source to resolve this problem in application. Through a detailed analysis in this paper, the paper describes the principle adopted and picture the real electric circuit design maps, at last tables the frequency stability measuring result, its frequency stability can reach 10-12 /s, this is very satisfaction. Using this non-standard frequency signal source and phase coincidence detection technology, I designed the high precision frequencyer, its resolution can reach 1010 /s.The high accurate non-standard frequency source resolves the defect of this theory in application, this is of very important meaning in high precision frequency measuring at non-standard frequency points, and it will be widely used.
