The frequency is one of the most basic parameters in the electric power system. It is important assurance for system's safety and stability that got and analyzed the exactly frequency characteristic of system signal's on time. For the particularity of power system signal, this paper show a kind of new method be used to measure frequency, Hilbert-Huang Transform, which can adapt to non-linear and non-stationary data. Using LabView7.1, make emulator to non-stationary harmonic of electric power system steady and high frequency signal of electric power system temporary, which would analyzed the characteristic of complex and non-stationary signal . Marginal Effect is the basic causation of affect precision that HHT measure frequency. Apply symmetry extend can reduce error which be aroused by cubic spine interpolation. HHT not only can get accurate harmonic component and time characteristic, but also have very strong adaptability and practicability to analyze real-time temporary signal.
