According to the characteristic of domestic aviation logistics transports producing organization, this paper suggest the theory and method that appraises airline dispatching, and design simulation anneal algorithm to cany out the solution out Flight Scheduling Plan on 10 Fleet, 10 aircrafts, 25 flights simulating studying in order to realizing Airline Integrated Dispatching manage. Specifically for the flight delays problem it suggests that built robust airline scheduling, and arranges an order with the airline uniting with flight moment to optimize, and the airline uniting with crew planning to optimize. The main content of the paper is as follows:1. Have analysed and summed up airways production plan and airline dispatching optimization theory group, this paper concentrated on discussing airline maintanence plan manage according to the airline of different source and operation condition, and expounda buse of traditional airline dispatching theory.2. By analysing defect of the airways airline dispatching at present in the homeland, this paper makes use of single key line structure to bring forward Airline Integrated Dispatching. Lead into airplane-pairing assign cost as the technology economic index of appraising Airline Integrated Dispatching, and builts unified mathematic model that describes Airline Integrated Dispatching as the cost minimum, and constructs the pairing scheduling network model, and design a kind of elicitation arithmetic based of simulation anneal algorithm to realize automatization and informatization of Airline Integrated Dispatching.3. By analysing airways flight delay cost and delay cause in homeland, first make flight delay based of pairing as quantity, built united optimization model of airplane and flight schedulingl; Suggest the critical crew connection, and establish the aircraft- crew controller integration model, and strengthen robust of tail number assignment.4. Finally, this paper submits suggestion and development trend related with airways development direction.
