The networked toll collection system is an integrated management system using modern traffic control, information management theory, integrated computer network, information transmission, image processing, electronic measurement and control and so on. The system can collect and process the information about the traffic monitor, toll collection and communication of the expressway, control and issue the instructions in a certain range, and has the function of communicating with other related department to improve the modern management level of the expressway. Under the work style of expressway networked toll collection system, it is an important tache to calculate, split and transfer the vehicle toll and also the special problem of expressway networked toll collection.Because the mutual influence of each road section, multi route in the network, toll rate in the road network to the profite and economics, how to decide the toll rate becomes an important and urgent problem.The travel demand of every O-D in the road network is influences by the impedance between two points, for example, when the toll rate between two points increases, the impedance will increase accordingly and the traffic flow will decrease, which is obvious. So it will be more practical to adopt flexible demand user equilibrium model in the under layer. The double planning model of toll rate optimization of different vehicle styles based on networked toll collection system charging in the entrance and entrance is as follows:Subject to While the traffic flows x ( y )in the road section and traffic demand q ( y ) can be obtained by calculating the following programming:The entire toll collection road in Shandong province, including repayment charges highway of government and operating toll highway, the vehicle toll carries out the charging style based on the vehicle style and weight. The toll road installed the weight-calculating equipment charges the vehicle toll of the load trucks based on ton kilometer and charges the toll of passenger vehicles based on vehicle style.The expressway networked toll collection system in Shandong province adopts the weighted optimal route calculation method, which automatically creates the charge split table by the system, splits and calculates the toll under different toll rates and different management modes. When the expressway network increases road section, only the basic information about the new road section is needed to add, and then the new charge split table is calculated. The method is easy to carry out, but maybe makes the proportion of the vehicle types maladjustment because of the improper tall rate coefficient. So, the paper calculated the toll rates of single vehicle type and different types and their influences to the traffic flow, and compared the two conditions.The paper adopted the double planning model of toll rate optimization of different vehicle styles and GASA arithmetic and tested the model in the road network of Shandong networked toll collection system.The conclusions of the experiment are as follows:(1) Under the flexible demand, the amount of toll influences the traffic flow of each road section obviously, the toll rate of vehicle type one in the charges of different vehicles declines 26.2% than the single vehicle type. The traffic flow of vehicle type one on the charge section increases accordingly, so the amount of traffic flow increases.(2) The using status of the road improves obviously, and the user surplus increases by 6.5%. The traffic flows of road sections of relatively large capacity such as from Weihai to Wendeng and from Wendeng to Weihai increase obviously, which shows that the toll rate of different vehicle types can distribute the traffic flow more rationally.(3)The toll of vehicle type one in the calculation of different vehicle types is lower than the single vehicle type, because the influences to the travel time of different vehicle types are different and different vehicle types have different transportation cost, so it is more right to the drivers to adopt different toll rate.(4) It is very hard to guarantee that the road manager can realize the finance objection if we use the toll standard of single vehicle type multiplies a coefficient to obtain the toll standards of other vehicle type. Besides, it is hard to guarantee that the coefficient is rational.Besides, the paper proposes the optimal measurements about route recognition, the credit card management, the vehicle recognition and the vehicle number management based on the fact of road networked toll collection system in Shandong province. The paper also advances several synergetic models of performing the Electronic Toll Collection under the networked toll collection system in Shandong province and proposes the theory frame of Electronic Toll Collection based on GPS.
