With the rapid development of the global economy in the world, as an important industrial products and consumer goods, the circulation of hazardous materials grows fast. The daily volume, especially the road transportation volume of hazardous materials in our country is very alarming. With the tremendous volume of transportation of hazardous materials, there are more and more frequent accidents. Unlike ordinary traffic accidents, the occurrence of accidents of hazardous materials will lead to enormous destructive and dangerous disaster, such as leakage, radiation, explosions, pollution of entironment and so on. Although relevant departments have given adequate attention,the dreadful hazardous materials accidents tells that relying only on strengthening management has been growing far is not enough,which can not remove the potential hazards of hazardous materials transportation.Therefore, there will be an urgent need to use science and technology to optimize the transportation of hazardous materials in all material aspects to protect the public interest and social security. On the management of the entire process, the very important step is the transportation route planning, Obviously a reasonable routing of the transportation is helpful to reduce accidents in highway transportation of hazardous materials, reduction of disaster relief and increasing rescue capabilities .At present, the route of the transport of hazardous materials is made by the transport enterprises under the supervision of departments, but actually the route is often made by the driver in order to reduce fuel consumption and the transportation time, they choose the shortest route with his experience. In fact this action shortens the transport distance, but it has the neglect of other factors such as transportation risks and disasters, accidents, and it increase the potential threat to the safety of society. Recently, the accidents happen frequently because of unreasonable transport routes. GIS is rich and powerful in functions of graphic-symbols'expression and spatial analysis. There is lots of advantage in circuit analysis and assisting decision-makers to plan route under the GIS platform. At present, in the foreign countries people have started using GIS platform to assist the analysis of risk, but the local researchers have not tried to establish a stable and effective GIS-based route selection system yet.However, domestic experts have proposed it is an inevitable trend to use GIS platform to research for optimal routing of transport of hazardous materials by road.Based on above all, in this paper, based on the ArcGIS software platform, the research is done which is on the Transport of hazardous materials routing model. First, do investigations of domestic urban highway mode of transport of hazardous materials, set the road sections as object by analyzing the mechanism of each of these steps, internal and external features and factors; with the multi-objective planning strategy and a variety of risk assessment methods do study on the transport of hazardous materials by urban highway system; In this paper, after doing a theoretical study of objective reality and the many factors to consider, set the petrol depot of China petrol company in Changchun sending petrol to a gas station by a tanker truck as an example, do routing analysis on the Changchun City Road network for the case, the transport task is taken by a third party transport company. Taking this case as inputs to establish routing optimal model based on the ArcGIS platform, which is the package solution that can help the decision makers from the transport department and transport corporation to select reasonable routes.In this paper, after a lot of research and preliminary data acquisition and processing, first of all establish the urban road network in the city of Changchun by a digital processing. Secondly, set up Spatial Database in ArcGIS based on build roads, then collect schools and other major entities'attribute data, after analysis join them into spatial database; With the statistics of the traffic accidents in Changchun City in 2006 which is collected by police department, do study on the combination of road accident statistics and information on the characteristicsAccording to above all, to set connectivity and network parameters in ArcGIS, such as blocking and restraint. So that the road network data is established in ArcGIS platform. On the other hand, do study on the impact facts of urban road transport of hazardous materials, and then set the road sections as object to determine the optimal route for the analysis of the program. And relevant factors of road sections ard selected, a multi-objective optimal impact of structural factors is made using AHP. And experts and researchers in different fields are asked to mark on entry-level structure in their respective positions. By setting in a reasonable proportion of staff, the effect is got from a model for importation coincides with the evaluation results.Then based on road sections, do study on the solution of various factors, by using such as to buffer analysis, Overlay analysis and other spatial analysis tools in ArcGIS to calculate the score of the various factors. Finally, by Network Analysis Module, calculate the optimal route of the OD for more goals. And analysis and evaluation is made from the cost, risk and rescue and other aspects of the results. Besides those, summing up the advantages of model compared with the previous calculation of the optimal method. Finally, input a transport accident of hazardous materials in Changchun City occurred in 2005 into the models, Contrast the route when accident occurred chosen by the driver and the optimal calculated by model to make analysis of the alignment unreasonable, and calculate the more reasonable solution route.Model fully takes advantage of the powerful ArcGIS spatial analysis functions, including analysis of the buffer zone, overlay analysis and network analysis, which can reduce the computation time and energy spent in space operations. Also the complexity of repetitive calculation is reduced of the traditional algorithms when input conditions changed, the cost is greatly cut down. The model's graphic images and symbols expression is very usefull for supporting decision-makers to plan route with strong reference value. As a research on the GIS platform hazardous materials transport route study based on some issues that are required further study.
