Urban water environment is not only the living conditions of people, but also an important component of the city's ecological system and a pillar of sustainable development. Currently, high-density urban population brings about the construction of urban water environment and the protection of water culture beginning to be taken seriously. However, in recent years, for our country, the overall deterioration of the water environment is very grim, and its development trend is worrying. Severe water pollution crisis has become an important obstacle for sustainable development.This paper which is referred to a large number of documents about the related fields analyzes the basic elements of urban water environment and the development of urban water environment on the basis of the experiences. Then the deficiencies and shortcomings of the traditional urban water environment system are described. And developments in the understanding of research results conduct in-depth research and analysis of systematical theory of new urban water system environment.Based on the principles of "Sustainable" "Ecological Design"and "Recycling Economy", the new water artificial metabolic system which is the combination of the use of sewage treatment rainwater recycling and sustainable ecological lake is proposed. The planning system will be a model for urban ecological water system planning and design in northwest region. The model with the establishment of health from the urban water environment will be an important exemplary role.Finally, the ecological effectiveness of the new type of urban water environment in the Si Lu Feng Qing Garden which include the effects of effective water conservation controlling of non-point pollution the flood storage reducing the burden on the drainage system and building the ecological environment are detailed analyzed.
