Winter heating is a basal demand for lifes in north of china.But,there are many problem in energy cost of buildings,such as high-cost of unit area, probably be 3 times as many as under the homoclime condition developed country dissipative; heating mode is"mess mode"or called welfare mode.this mode is a waste mode.In this circumstance,Chinese government actualize the reformation of winter heating. the reformation's aim is generalize the new mode:"divided measure, charge according to the count of measure".Heat meter is the pivotal equipment of heating measure and reformation of heating mode.
