With the reform of the heat supply system in China, manufacturing and utilizing heat meter is put on the agenda, At present, due to the lateness of heat meter research as well as the imperfect law and regulations, the technology on produce and research still remain a low level. However, under the support of our government, the domestic heat meter industry has been walking up the right path and possessed certain ability of manufacturing and researching. Various heat meters with diversified uses and calibers have been developed. However, how to examine its accuracy and stability is a problem needs to be settled. Although some factories are trying to manufacture their own examining equipment, most of them are introduced from abroad. It is indispensable to own a set of examining equipment with initiative intellectual property rights in order to improve national ability of researching and manufacturing heat meters.A set of design scheme which fits for national condition has been formulated according to related requirements. In this scheme, we combines the advantages of two methods, one of which can be traced to source conveniently, the other of which is easy to carry out. The latter one can also be used as volumenometer and standard indicator at the same time since electromagnetism indicator with better rectilinear capacity is needed. It can measure the instantaneous volume and fixed point volume as well. Besides, in the perspective of volume measurement, we tried to stabilizing the atmospheric pressure to guarantee accuracy of the measurement. The sensor examining device consists of standard-bathtub, second-rate standard thermograph and measurement device with platinum-thermocouple. Since temperature sensors are stable in accuracy with the platinum-thermocouple, the examining process is practical and the examination can be performed by the devices.When designing the equipment, we paid special attention to the control of uncertainty all the time, we made a comprehensive analysis of uncertainty and tested our analysis by trial and error. The result proved the equipment operate well, We formulated a set of examining process with satisfactory function and provided a good interface between human beings computers by which the operator can complete the examination of heat meters without knowing the internal details of the equipment.The examining equipment has already satisfied related requirements of our country and provided a solid foundation for heat meter examination and a good basis for further research related to heat meter.
