Urban traffic congestion is a severe problem in city development with which urbanization and traffic mobility are going rapidly. The countermeasure to mitigate congestion is a smart choice, but it would be supported by exact estimation of congestion characteristics. Therefore, it was exigent and important that a scientific index-system of urban traffic congestion will be researched and constituted. Based on overseas and domestic research achievements and congestion characteristic in our country, congestion was studied on characteristic, effected factor, performance measurements, travel speed and time etc. in order to discover the inner mechanism of traffic congestion and set up an effective index-system of congestion measures in this dissertation. It would be the powerful theory base and evidence for alleviating congestion.In this dissertation, characteristics and effected factors of urban traffic congestion were generally analyzed and evaluation measures of congested traffic and normal traffic were reviewed. An index-system of congestion measures adapting to urban traffic was set up in which road characteristic, decision-making, perceptivity of citizen travel and economic-society adaptability were considered. A method of"classify status first, evaluate trend later"was found out according to analysis of all existing comprehensive evaluation methods. With using these measures, Gaussian mixture model was applied to the studying of speed distributions of motor vehicles on urban road. Resulting parameters was proposed for quantifying measures of congestion.This dissertation puts forward a new comprehensive index-system of urban traffic congestion and quantifies these measures. Furthermore, assessment method and Gaussian mixture model were applied in case study by using collected data of link.
