With the high-speed development of Chinese economy, the population of city and urban area are increasing and people's sphere of activity is also spreading. These leads to the growing rate of the cars owning is exceeding the population growth. In resent years, the number of motor vehicles the city possesses has increased at an annual rate of 20 percent in according to the relative statistics[1]. The increasing of vehicle number brings the congestion of city traffic and restrict the city develop. Trace it to its cause is that public traffic is not well developed and utilized. Meanwhile, the massive number of private cars makes the traffic heavier.Based on the research of《energy conservation and pollution reduction to Shenzhen transportation》, the level of travel comfortable per capita is defined. And the ways of people going out in Shenzhen city are investigated. The results shows that improving the level of travel comfortable per capita and inducing people taking buses instead of going out by driving cars can relieve the traffic stress. In this paper, evaluating formula for traffic flows is made. Through the analyzing, theoretically prove is done: improving the level of travel comfortable per capita inducing people taking buses instead of going out by driving cars can relieve the traffic stress effectively.Meanwhile, the index of the will of travel per capita system is established. Field work data are analyzed based on this system and analytic hierarchy process method. Results shows that the factors effecting people will of travel can supporting the improving of public traffic theoretically.A kind of 3-Axis, Digital Accelerometer is designed by author. Stationarity and noise testing are performed to Shenzhen's buses by using digital Accelerometer and noise tester. Punctuality of buses are investigated and relative data are collected.Based on the result, Build The model of fuzzy comprehensive evaluation, Calculate and process the obtaining relevant quantitative data. The results show that the degree of people travel comfortable degree, serious impact on the willingness of people trip and transportation option. Through the improvement of public transportation operation conditions ,increase the level of travel comfortable per capita and limits use private cars during work time properly, can effectively leads people travel by public transportation when spontaneous, reduce even don't use private cars, Thus in large part can relieve urban traffic congestion phenomenon .
