Miniaturization is the development trend of battery electric vehicle (BEV). The paper aims at developing a kind of Mini-BEV, which can be fit for running at a low speed in short distance in city, and it can be used for people's ride tool instead of walk in daily lives.Above all, the paper gives the design scheme for Mini-BEV according to the characteristics, analyses the characteristics of traffic in city, proposes the performance indexes for Mini-BEV, designs the electrical system for Mini-BEV as a whole and analyses the functions of its control units.Second, build the mathematical model of dynamic system for Mini-BEV, present the algorithm of driving range of BEV and various factors affecting the driving range of BEV based on the principle that the output energy of battery bank equals to the consuming energy of BEV. These provide the theoretical foundation for the development of Mini-BEV.Third, the paper achieves the optimum design of BEV by adopting a new kind of design method. Build the model of the whole BEV and the models of its components, dispose of them through the optimization technology, and then achieve the optimization match of the electrical driving system. The paper simulates the models and carries through test research according to the results of optimization match. The results show that the method is a more effective method than that continuously determines the parameters of subsystem, and that it not only optimizes all kinds of variables but also adjusts the model at the same time.At last, the paper presents the whole BEV control strategy of BEV management unit, the scheme of its software and hardware. The whole BEV control strategy mainly includes the driving characteristic control and the regenerative braking control. The good accelerative performance is obtained by optimizing the accelerative curve, and the ratio of energy recuperation can be effectively enhanced by adopting the parallel regenerative braking system.
