In order to solve the problems of the waste water as a second water resource in cities in the aspects of the multiple goals and programming methods (include the goal of recycling sewage, the programming conception, the status of programming, and the determination of the programming area) in engineering technology and waster water recycling program, the market estimation and assurance of recycling water (include the market estimate of reused water and the background of supplying water) etc., we have done some researches on these fields and got the resolutions on the following aspects: the present status of recycling city sewage and the prediction of the amount of waste water; the potent requirement and scope of recycling city sewage; the overall arrangement of the system of recycling tubes; the quality index and standard of recycling water; the control of the technics, safety measurement and testing in water regenerated plants. Through the estimation and outlook of those solutions, we can promote the construction of the recycle economy ecological city. The important thing to construct the ecological city circulative economy model is to build the circulative system of the united industry of three core systems, the system of basic facilities and the system of environmental preservation, and also to construct the conservative system of circulative recycling water based on the basic ecological facilities of supplying and discharging water. With the continually rapid growth in economy, great problems of resource and environment have showed up, and the water resource and energy resource become more and more in short. Only if we improve the ecological water industry and turning sewage into resource can we satisfy the urgent need to build the new model of circulative economic society.
