In the modern electronic techniques, frequency and time measurement as well as their control techniques play an important role. So many application system depend on the system of frequency and time measurement, such as large scale communication system, electrical power system and GPS navigation position system. With the development of the technology, there has a much higher request for system of the frequency and time measurement. This paper mainly discuss the measurement of the accuracy time interval and frequency, and their application.By the research of the time-space relationship of signal, that is there is stable and has a property of delay during the transmission process of signal, we raise the length vernier based on the time-space relationship, and improve the system of phase coincidence detection by using the length vernier and phase coincidence detection theory. It can effective eliminate the±1 word count error, and decrease the confusion region in the detection information, then get much higher accuracy.
