With the development of science and technology, the requirements that the highprecision measurement of time and frequency are being enhanced unceasingly in manyfields such as the high speed vehicles, space exploration, navigation etc, in the modernindustrialization process. Accurate time and phase synchronization plays a key role innavigation and positioning, synchronous communication networks and national defense.So the high-resolution phase comparison is necessary.Some conventional frequency standard measurement methods are briefly discussedin this thesis. It proves a series of rules of frequency signals their own, such as theequivalent phase comparison, phase quantum, group of cycle, phase group synchronousetc. With the conventional phase comparison method based on the compared period, it isdifficult to obtain higher measure precision. After further studying the principle methodof phase coincidence detection, a super-high resolution phase comparison methodbetween frequency stands is proposed. In this way,±1count error can be emittedeffectively, and high-precision measurement can be arrived. Using DDS synthesisintermediary source frequency, the compare phase scheme of combining MCU withFPGA is made, overcoming the difficult of conventional measure two frequency signalswith the same nominal frequency. Therefore, high measurement precision can be easilyreached in a simple instrument.
