In recent years, the public health incidents happen frequently, which endanger mass health severely and impact the community greatly. It is the attentive problem of the governments and the public to improve the ability of emergency response. From this point of view, the macroscopic together with microcosmic, the qualitative together with quantitative research method is put forward.Firstly, the research and the application about the emergency response from abroad and urban China are introduced. The public health incidents, business process redesign, the simulation technology are introduced; and the research of the public health incidents, the applications of the business process redesign and the simulation technologies in the public health area are introduced.Secondly, the simulation technology is adopted to analyze the treatment flow of the SARS patients.(1) EXTEND is adopted to build a simulation model about the treatment flow of the SARS patients.(2) Parameter is extracted from a mass data and information through the investigation and the reference of many related documents.(3) Simulate and analyze the treatment flow of the SARS patients in 2003.(4) Simulate and analyze the treatment flow of the SARS patients by changing the parameter in case of a large-scale epidemic(5) Find out the bottleneck and the unreasonable points in the flow and make some improvements.(6) Simulate and validate the improved process.Finally, a brief study about the public health emergency response is made. The problems of the public health area are reacted from the treatment flow of the SARS patients and the resolution of these problems is put forward in this paper.
