Research On Prevention And Governance Of Emergency Mass Incidents In Flight Delay Situation

With the rapid development of China's civil aviation,air travel has become increasingly popular,but the contradiction between the rapid growth of civil aviation flights and the airspace and ground support resources has become increasingly prominent,and the flight delay rate remains high.Passengers' unreasonable,uncivilized behaviors and even violent conflicts caused by flight delays,such as blocking boarding,refusing to disembark,forcibly breaking into the apron,beating staff,and destroying airport facilities,are common occurrences.Containment will even escalate into a mass incident,which will cause harm to personal and property safety while also having a bad social impact.In extreme cases,the flight safety of aircraft will also be seriously threatened.The mass emergencies caused by flight delays are hot issues in recent years,as an area where aircraft are parked and taken off and people are highly concentrated,the importance of public safety is self-evident.Therefore,we must attach great importance to the impact and harm of such emergencies and actively take various preventive and response measures.This article focuses on group emergencies caused by flight delays and conducts in-depth analysis,with a view to improving the prevention and control measures for such public safety risks.This article first elaborated the overview of the group events caused by flight delays,based on 67 cases of flight delay group emergencies,based on statistical analysis,and concluded that such events have special time,space limitations,and passenger demands Concentration,imitation of behavior consciousness and other characteristics.Subsequently,on the basis of clarifying the status of group incident management caused by flight delays,combined with the research results of case analysis,it was found that there are currently seven major problems in the management of such incidents,namely,weak public safety responsibility awareness,flight delays Long recovery time,asymmetry in delay in obtaining information,unclear delay compensation standards,unsound emergency management system,limited "blacklist" system,and inadequate cooperation of social forces.At the same time,this article also summarizes the successful experience and enlightenment of the United States and German civil aviation airports for flight delay safety risk control.Based on the above-mentioned research and demonstration,this paper finally puts forward countermeasures and suggestions that focus on prevention,supplemented by emergency,technology leadership,and collaborative cooperation,starting from the methods of dataization,legalization,and systematic prevention.The main measures of data prevention and control include the development of artificial intelligence to improve the efficiency of airport operations;the application of monitoring networks to create a delay warning mechanism;real-time data sharing and accurate delay information release.The main measures of legalized prevention and control include establishing a safety management culture and strengthening the sense of risk responsibility;clarifying delay compensation standards and smoothing the way for passengers to protect their rights;improving civil aviation laws and regulations,and perfecting the passenger blacklist system.The main measures of systematic prevention and control methods include rationalizing internal resources and implementing a delay emergency management system;working with social forces to build a publicity and guidance cooperation system.
