It is huge and complex of harbor engineering construction, affected by many factors, each system must be work in together to make harbor engineering working smoothly. It is hard to accurately obtain some important parameters by traditional quantificational method, and the technique of system simulation is an efficient method to deal with this kind of problems.Firstly, this paper describes the system analysis method of harbor engineering, providing the application background of system simulation, then introduced the basic theory of random Circle Operation Network simulation theory based on the queuing theory.Secondly, aimed at shortage of existing simulation method that it is must have same characteristics and parameters of tide in a node and a circle, the random Circle Operation Network simulation theory with variable element is used, solved the problem mentioned before very well.Finally, this paper makes system analysis of a container dock of Tianjin Port using the new simulation method, under the existing condition of types of ship and berths, output coefficient and configure of port mechanical equipment such as container transfer crane, gantry crane and so on is analyzed, and amount of berths and mechanical equipments that must be increased is forecasted.It is indicated that the random Circle Operation Network simulation theory with variable element represents the influence of whole system by individual difference sufficiently, and it is made resource configure more flexible, decision-making more idiographic. Analyzed the Harbor Engineering Construction using a real example, validated that the simulation program is utility and effective. A new method is improved for optimize management of port.
