With the unceasing development of economy and science technology, the non-linear load and power electronic devices are applied widely, which causes the power supply system to be unstable. Serious power quality problem has attracted the attention of electric services and purchasers. It is more and more urgent to research and solve the problem. The voltage fluctuation and flicker has been measured and analyzed in this paper, and the supervised plan is proposed.This paper briefly introduces the basic concept of voltage fluctuation and flicker, as well as their main hazard and evaluating indicator. Having analyzed and compared present test methods of the voltage fluctuation and flicker, and based on the IEC recommended method, i put forward to two improved flicker test methods: flickering detection of timing voltage based on bucking carrier wave and flickering detection of phase-shifting demodulating. After the simulating confirmation with the use of compounding programming based on LabVIEW and MATLAB, the experimental result preliminary proves that performance indexes of the improved flickering detection system conforms to required precision of IEC.
