It can make ship sailing safe, at the same time, it also can detect and prevent the situation of disaster or hidden trouble; when saving the ship in danger, it can offer the image of scene and the situation that the ships pass by. It provide gist strongly for commanding and decision-making, and pull off the valuable time for succoring in the sea. It Reaches the intention of preventing disaster and ensures the safe of life and property.In the thesis, it adopts multi-CDMA transmitting technology, solves the choke point of less bandwidth of data transmitting between ship and shore, it makes the great amount data video image transmitting come true. Adopting digital video programming technology to monitor vehicle depot intelligently .Using of the technology breaks the situation before that the tradition monitoring in monitor center is manual work ,achieves the intelligence of monitoring ,raise up the efficiency of work ,reduce the mistake by manpower ,provide the safeguard strongly for safe ship sailing.The thesis analyses the situation at this time of digital video transmitting between ship and shore inside and outside our country. research the instruments of digital video transmitting near shore and far from shore .It makes out basically that the digital video transmitting between ship and shore with CDMA and Inmarsat-F come true and using CDMA and Inmarsat-F transmit video data ,using every video image programming method to program the digital image data send back, achieve the monitor nobody and intelligent. Achieve the target of original design basically. Nowadays satisfy the people's requirement for digital video transmitting between ship and shore.
