The aim of economic operation of hydropower plant is to research hydroelectricity scientific management optimization technique and decision-making techniques. At the premise of safely and firmly generating electricity, how to equitably, effectively, farthest avail hydro-energy, dig its potential, receive maximal economic benefit are its main research interest. In this paper, on the basis of comprehensive summing up existence law and application fruit of hydroelectric power station economical operation, by combining artificial intelligent and conventional economical operation,a scheme of optimization system is promoted.Step flyer hydropower station requires the hydropower stations to co-operate and exchange information with each other in order to finish a task, which has similarity with multi-agent system. So, in this paper step flyer hydropower station operation system is founded on multi-agent. This system will realize data mining and runoff prediction and economic operation.The system adopts centralized structure, where a center manages the system's control. During the agents, information is exchanged by dynamic way, which will save system expenditure. Runoff prediction is based on similar sequence data mining, and its realization is studied. Economic operation is realized by using dynamic planning technique, and the mathematic model and algorithm are established.
