Performance-based seismic design (PBSD) is an emerging and advanced concept for seismic design of structures. Compare to traditional seismic design theory, PBSD has many characteristics, such as flexibility, suitability and pertinence. Nowadays, with the rapid development of economy and materials, PBSD is recognized by more and more building owners and structures designers. Displacement-based seismic design is one of the important methods on performance-based seismic design,it have strong tendency in this century.However, PBSD remains to be perfected in many aspects, among which the performance level and its evaluation index are important aspects. Centering round this, the dissertation involves the following work.Based on the analysis of the research and rules on performance level of domestic and foreign literatures, five classes seismic performance level and four classes anti-seismic fortified purpose are proposed for reinforced concrete frame structure. According to the analysis of relationship between displacement and damage, it is concluded that inter-story drift can be used as quantization indexes in the seismic behavior of frame structure. Based on the statistic results of twenty six groups test data obtained from fifteen pseudo static tests on reinforced concrete frame structure and of one hundund and twenty six anti-seismic test data on reinforced concrete frame column, evaluation indexs of the different performance levels of reinforced concrete frame structure are established, which are expressed with the inter-story drift ratio.With the aid of finite element analytical software SAP2000, by using pushover and time-history analysis methods, examples are presented to demonstrate the rationality and availability of the evaluation indexs proposed in this paper. It is concluded that the frame structure designed according as the basic anti-seismic fortify object can satisfy all the other fortify objects in different earthquake level, if only the indexes proposed in this paper are used in the whole design procedure.By using of the direct displacement-based design method, a six floor frame structure is designed according with different performance levels under different earthquakd levels. It is concluded that indexs of the different performance levels expressed by the inter-story drift ratio proposed in this paper can availably control the seismic bahivior of reinforced concrete frame structure under different earquake levels, which is help to the structure degigner for performance-based seismic design.
