In the face of crisis of management and utilization of water resources in the world, building a water-saving society, including building a water-saving city and rural construction, which is also an importent correct behavior and a choice for human socity. And it is also human's requirement, demand and pursuit for suitable place to live. But at the same time, we should also be aware that building water-saving buildings is the very important step for building a wter-saving society. Therefore, building water-saving theory and assessment standards is necessary, which is also conformable to the development trend of social history.Based on green building theory and assessment systems and the investigation and analysis of water-saving ability of residential buildings in Shenzhen in this paper, following results are formed: (l)Water-saving building theoryTo move water-saving connotations; to differentiate and analyse discriminate water-saving buildings and other buildings as green buildings, acologies and sustainable development buildings which are related; To move Bases and principles of setting up water-saving buildings, and to move goals of water-saving building assessment system; to move a framework of design methods in water-saving building assessment indicators system. (2) the Assessment System for Water-saving Buildings In ShenzhenOn the basis of the investigation of per capita water consumption in Shenzhen city, water-saving potential is analysed by using water-saving devices, water reuse and rainwater. Based on data provided,water-saving residential building assessment indicators system of Shenzhen is giving by conbinating water-saving assessment Indicators in green building assessment systems and the status of socity and economy of Shenzhen.(3)Research on water-saving building weights of assessment indicators and assessment methodTo move weights of assessment Indicators, factors, and sub-factors based on AHP; to move comprehensive assessment for Indicator system based on Multilayer Fuzzy Synthetical Appraisement. (4) Empirical Analysis Above research results through empirical analysis in residential buildings in Shenzhen: assessment Indicators, weights of Indicators and assessment method are viable and credible.The system can be used to evaluate the level of the residential building in Shenzhen, and advice can be given after evaluation.
