The engineering water shortage in Karst mountain area in Southern China has restricted the development of economy seriously. It is a significant study task for current and future to find the theory basis and the technique measures to relief the water shortage problem in the karst area, promote the proper development of epi-karst water resources, study the evaluation method and management countermeasures of epi-karst water resources.By investigation and study, the artificial perturbation factor is added into the epi-karst water resources impact factor, through repeatedly expert consultation proofing, 11 factors are established to the evaluating indicators system in epi-karst water resources, the analytic hierarchy process is used to calculate, it is obtained that the aquiclude structure, vegetation coverage fraction, rock layer inclination angle, stone desert degree whice in the natural ecological factor as well as population density in social factor are main factors to the epi-karst water adjustment influence.During determining coefficient it is found that the ordinary coefficient method has shortcomings, it is applied only to less factors are encountered. Therefore further processing methods of weighted average method and the "big weighting factor" method are applied.Take two epi-karst springs of Changshun county in south Guizhou as the object of study, the revised method of correlation is applied on the epi-karst water resources evaluation, spring attenuation analysis method is used to evaluate the water resource in dry season, it was found that "the big weighting factor" method is more suitable to evaluate epi-karst water resources appraisal, it has guiding significance for water development utilization amount calculation.Finally, according to the problems in water resources and development, utilization and management status, I propose the management countermeasures for epi-karst water from water quality, supply volume and water environment (ecology).
