Multicast is a novel method of data transmission, which has broad prospects for application. Internet Group Management Protocol (IGMP) used in Multicast does not offer members access control in present; As long as obtain the multicast addresses used in specific business, users can join the multicast group without audited, then attain the data packets and take the multicast data by plaintext transmission via these data packets. Therefore, In order to ensure the multicast data not to be used by the unauthorized users, we need to encrypt the data, which has security requirement.With the reform and development by leaps and bounds of railway, and the sixth speed increase of railway go on wheels, electrical railway SCADA system developing toward large-scale systems and network control systems; the novel distributed SCADA system set higher demand to its network communication's security and reliability. At present, with the extensive use of point-to-multipoint and multipoint-to-multipoint Distributed applications, Multicast is being more and more attention and use. In real-time network, using IP Multicast can resolved well the waste of resources of using unicast and broadcast networks and the problem of declining performance. Therefore, in this paper, multicast communication is proposed as the main technology of network communication of the Network supervisory system for electrical railway system, and the multicast security issues of the Real-time Monitoring System is lucubrated.With the analysis of the communication type and the safety issues of the real-time monitor system for electrical railway, this paper put IPSec and IP multicast combine and design the multicast secure communications framework of the electric railway real-time monitoring system in connection with the more mature unicast security protocol IPSec; Do in-depth research and comparison to the three Key Management Protocol of Multicast: Star right-Key Management Protocol, Key "classification trees" and complete binary tree, and choose the complete binary key management Protocol as the key management of electric railway real-time monitoring system; and realize the key management with VC++ 6.0. Finally, the work done in this paper is summed up, and a forecast to the future research work is made.
