Today, with the development of electrical technique, calculator technique, examination technique, control and automation technique, all-directions automation and modernization become the electric power technique development' topic. The closed-loop automation control system in the power net is exactly according to this kind of demand. The deluxe automation control of power network becomes possible with the development of relevant technique.Economic benefit has become the focus of the conduct strategy. Especially the electric power corporation in the important juncture of reformation and strypped-down, must raise economic benefit further. The closed-loop automation control system in the power net can raise the safe level of the whole electrical power net effectively, optimize the system operating condition, reduce accident, raise the movement efficiency of the equipments and raise economic benefit further.the reactive power and voltage control is a key element to the successful of power system control. Under the consideration of voltage requirement, the system operating condition and the reliability of equipments, the active power losses in the whole system can be reduced to the minimum by properly switching the capacitor banks and changing the tap position of transformers with on-load tap changer, such that the operation cost of the network cab be saved and the power supply quality can be improved. a mathematic model of optimal reactive power and voltage control in distribution system is derived. The model is then simplified to suitable for solving by quadratic programming. The existence of solution is illustrated and can be obtained in finite steps by Lemke linear complementary algorithm. A heuristic method is further proposed and applied to the solution obtained by quadratic programming, which makes the required computation time significantly reduced.An online learning support vectormachine (SVM) method for short-term load forecasting model is presented here. The method comprises incremental algorithm and decrement algorithm, which efficiently updates a trained regression function whenever a sample is added to or removed from the training set. So it is favorable for applications like online learning or leave-one-out cross-validation. The practical examples show that online learning support vector machine with input feature selection based on Bayesian theory outperforms other methods in both forecasting accuracy and computing speed. Therefor, in this thesis, The closed-loop automation control system in the power net is derived. this model takes the electric voltage quality and reducing network wastage as target and takes the tap position of transformers and the total operation number of times in one day of capacitors as inhibit.This system includes many application software, such as : figure,data-base and their connection with SCADA systenu The process controls,The estate estimate yardman powerflow, network equivalence, load forecast, reliability analyse, optimal reactive power and voltage control. The system interface is friendly and its function is strong. This system adapt to various different network structure and it is convenient to expansion control scope and object. It is very convenient to operate this system .This system make the power network get to a new level. And it will be used in the electrical power system of Pu yang.
