With the development of urbanization, the problem of water resource and disastrous storm water is more and more serious. On the one hand, urbanization has caused water resource shortage crisis because of more water resource is needed, on the other hand, due to change in urban hydrological characteristic, the pressure on urban drainage system is drastically increasing so that the storm water often caused disaster. At present, the current calculation methods of storm water of our country don't meet the need of urban drainage design and flood control, so how to utilize the storm water resource effectively and choose proper calculation method of storm water to design the volume of storm drainage according to urban hydrological characteristic needs further researches.This paper focused on the studies of urban storm water simulation and storm water resource utilization and adopted the Storm Water Management Model (SWMM) which developed by the U.S. Environmental Protection Agency and analyzed the features and simulation principles of the model. Based on the feature of runoff generation and rain drainage in underlying surface in Tianjin city and the correlative simulation parameter in the research by Prof. Liujun and local rainfall and runoff data, the generalization of research area was made and the model of storm water based on SWMM in Tianjin city was established. Based on the model, the rainfall and runoff process was studied under the different regimes of rainfall frequencies and under the different impervious areas.For the problem of urban water resource shortage, this paper made a research on the patterns of storm water resource utilization such as rain-harvest system on roof, sunker-lawn, rain storage by facilities. According to the feature of storm water in Tianjin city, the feasible area of utilizing storm water resources was identified and the rainfall-runoff process was simulated under the different patterns of storm water resource utilization. The results showed that storm water resource utilization through different methods not only increased the urban water resource supply, but also decreased urban runoff, ground subsidence and the flood peak discharge, which further decreased the pressure of flood control, reduced the investment on flood control and storm drainage facilities to obtain higher social and economic profit.
