Discussion On Urban Residential Community Public Service Evaluation Index System

Inhabitation is the most basic requirement of human beings and the place of residence is the base of living. Going with our rapid economic development and the faster and faster progress of urbanization, people's constantly growing living standards, the change of social living style, shorter working time, longer playing time, they all have made a high claim for living qualities. Residential consumption has entered the time of"individuation"and"layering". As an important material establishment supporting the convenience for residents'daily life, the quantity , quality and variety of common service facility in residential community have been a priority of consideration when people choose their house. So in order to realize the accord development of community construction, achieve optimum distribution of common service facilities of advanced residential community, ensuring good housing quality to meet the growing needs for better living quality of people , establishing standardized scientific evaluation method and index system for evaluation of common service facility in residential community are very essential.On the basis of many materials, this paper has studied on the characteristics of development of common service facility in residential community, and on the demands of people for common service facility in residential community; At the same time, by making a research and analyses on the demands of people for common service facility in residential community, practicing the disciplines as"science, systematization, direction, operation, comparability, dynamics, people foremost", this paper has constructed evaluation index meeting the basic living demands(such as safety, comfort)and established integrative index system of evaluation for common service facility in residential community by using hierarchical structure mode.The index system of evaluation for common service facility in residential community is made up of three layers, sub goal layer, rule layer and index layer. referring to Code of Urban Residential District Design (GB50180-93)of revised edition, Research on Supporting Standards of Common Service Facility in Residential Community of Chongqing and other relating norms ,the sub goal layer falls into seven parts according to operational discipline :educational facility function ,medical facility function, cultural and physical facility function, commerce & finance &telecommunication facility function, community service facility function, municipal common facility function and administrative management facility function; The rule layer has six indexes, they are safety, convenience , application, easy to management, health and human care; the index layer is including 78 influence factors. The paper has established a qualitative and quota, multi–factors, multi-level integrative sorting appraisal weighting index system, calculated the weighting index affecting residential community common service facility in city by using layer- -analyzing method and made a integrative appraisal to the importance of index weighting.At last, according to the appraisal index system of residential community common service facility established in this research and the result of the analysis, the paper raises a improving method to the problems about common service facility in a newly-built residential community and an old one of Chongqing, this makes the paper have both theoretical value and practical value. It not only can provide basis for early decision for the distribution of common service facility in residential community, but also is the basis for appraisal of the distribution of common service facility after fulfillment. The achievements of the research provide a reference to urban planning, administrative offices and land agents.In a sense, the research of this paper can be considered as a theoretical frame and a referring basis, but not a fixed standard. And the final goal is to realize the accord development of community construction, optimal distribution of common service facility and the improvement of residents'living conditions.
