In the construction item manage process, stage of construction is the key link that the item amount of investment is biggest, the management is most complicated, can realize the target of the item manage. How the owner work well with prevention and counter claim will relate to directly the target realization. From the angle of the owner, this thesis mainly studies on the prevention and disposal methods of owner to client's construction claims. The content of paper includes: (1) the relation and difference between the owner and client's claim and the characteristics of the owner's claim. (2) The relation between the owner construction claims'management and the other talent of the managements of engineering. Discussing primarily the relation between the management of claim with contract management, risk management, work period and the cost(or investment) management. (3) The contents about owner's claims management and job steps. The contents of owner's claims management includes the prevention and the counter the client's claim, and putting forward to client the claim, but the point is the prevention and the counter. The job step includes the strategy'establishment, contract management, proof of the claim collection, the claim negotiation, the claim solution and putting direct into practice with etc..(4) The owner claims to manage the strategy and the decision method. Analysis the influence factor that management strategy's establishment, establishment principle and step. Discuss the main content, the principle and the method. (5) The measurement of the owner's prevention from the client's construction claims. Analyzing the claim inducement in the stage of design, bidding and contracts signing, construction and the prevention measure of its each stage,but the point is the stage of design, bidding and contracts signing. (6) The owner's disposal method to the client's construction claim. Discuss the owner at handle client's construction claim with the principle and general methods. (7) The disposal method to claim that the work period delay causes. Discuss the delay reason of the work period and duties divide the line, the common delay term of validity really settles the principle and adopts key circuit method calculation the work period claims the value.(8) the claim that engineering variation causes. Analyzing the engineering changes to influence on item, duty demarcation and expenses list price,Combining the attention distinction contract rules the inside and contract alteration engineering ruling outside of the expenses is certain.(9) the acceleration construction expenses claims to disposal. Analyze composing and different calculation methods of the acceleration construction expenses primarily.This paper lays emphasis to prevention and disposal on the owner to client's claims with the principle and general methods, its purpose is for the personnel can treat the construction claim with accuracy in start construction contract implement process, handles availably the client's construction claim, can make the large owner strengthen the claim management consciousness, increasing contract management level, guarantees effectively the legal rights of the owner is not summit to violate.
