Research For Problems & Counter Measures In Price Quotation Basing On Bill Of Quantity

With the development of our market ecomory, the requirement of the traditional construction cost management pattem."The more quantity,The more price"is very high. It is higher than before,especially after the entery to WTO of our country. The construction cost management should be closer to the market economy law step by step.and connect with the internationality. In July ,2003,the related department issued"specification of calculatings by bills of quantities in construction project"(here inafter called specification for short)and raise Caleulanting prices by B.Q.firmally.Calculating prices by bills of quantities is an international pattern commonly used for colculating construction cost,which can really meet theneeds of construction cost management reform of"Government Maenaeljusting Prices, Enterprises Quoting Prices and Uarketing Forming Prices". It is also the requirement for the field of construction cost connecting with the international market quotation the entry to WTO of our country.To ensure the spreading of caleulating prices by B.Q.,to realize market competition that forms prices ,and to control construction cost at lost, the problems in it must be solved first, and all the construction parties are required to understand and accept the pattern of B.Q. caleulating prices.In this paper ,on the basis of serious study on " specification of calculatings by bills of quantities in construction project " , aiming to engineering measurement and valuation of links, the author analysizes construction cost management at home and abroad ,the mode of calculating prices by bills of quantities, development and application status of B.Q.; and discusses the nature ,characteristics and composition of the cost about B.Q.; analysizes the problems of B.Q. in the engineering application, and the cause of the problem combining with actual project. Meanwhile, the author aggregates the method about improving the quality of B.Q., discusses the procedure of B.Q., and how to quotation to get tender and to make profit and how to decide integrated untit price to erable the offer to be more competitve. For improving the quality compily of B.Q., awareness of quality compilers, and providing proper B.Q., the author provides suggestion for preferrence,and it helps to quantify the risks, decide consolidated price rapidly and accurately for the bidders, scientific definition of bids lower than cost and guide how to pay the bids. Meanwhile, the author provides the implementation details and the methods of operation for bidders to analysize the unit price.
