Optimization Study On Constuction Bidding With Bills Of Quantities

With the deepening of the market economy, Bill-of-quantity model also has made unprecedented development, the BOQ mode is consistent with the basic principles of market economy, in terms of cost savings, it shows a clear advantage. Since we implemented the BOQ mode in2003,we have made continuous analysis and research for the theoretical knowledge and practical application of the various stages of bidding and tendering, we have initially achieved bidding and tendering theory which are suitable for Chinese national conditions, but, so far, as result of lacking developed market mechanism and sound laws and regulations, it has violated our targets and caused variation of problems in solving practical problems. In this paper, on the base of thorough research for domestic and international BOQ of bidding and tendering, with the introduction of the " control construction price C" and "index of reasonable low price", establish available operation of Bill-of-quantity model which is suitable for Chinese national conditions.Currently, when we evaluated bids by the method of the reasonable low bid, in ode to pursue low-cost, tender side always did not attach importance to the subject of technical index and ignored supportiveness between business index and Technology index, therefore, the evaluation of reasonable low bid was lack of objective scientific basis. This pape presents that the new theory of the combination of AHP and fuzzy measure method is applied to the evaluation of reasonable low bids. On the ground of the standard of the BOQ, we establish the comprehensive model of evaluation of bid which contains business index and technology index, the model will be demonstrated by examples and it will be proved that the new theory and improved BOQ model is practical and scientific. The new theory is a method of the combination of qualitative and quantitative, which can not only achieve a fully competitive price, but also, provide a reliable basis for the supportiveness between business index and technology index.On the ground of the new model of BOQ bidding, in terms of the construction companies, the study on bidding strategies and skills, is beneficial to doing thorough research according to market competition, companies’s technology level and management skills, etc., in ode to make tender’s competitive advantage and play at the competitive prices, ultimately, achieve the construction project at a reasonable low bid.
