For a long time, the engineering cost valuation mode of the fixed budget has been adopted in our country. Our country began to implement the valuation mode of BOQ in2003. Construction engineering is quoted by the enterprises with the price made by the market. It has been proved by practice that there are so many issues in the version03of the specification of the valuation. It has been amended and added by the version08of the specification of the valuation. In order to be more in line with the requirement of engineering application practice, a lot of changes have been made into the specification of the valuation issued in2013. Construction enterprises should attach more importance to the project quotation both in the bidding phase and the contract price adjustment phase.From the standpoint of the construction enterprise, this paper adopts the method of literature research, proposes the strategy to win the bid, profit, lower the whole price risk, and meet the business development, conforms to the reasonable quotation, standard of the tender’s construction period, quality and the limit requirement of the tender control price, determine to further study the valuation risk factor and expense factor through the analytic hierarchy process (AHP) and Monte Carlo Method, and rich the related research of the project reasonable quotation. The main research work includes three aspects:First of all, analyze the construction project valuation under the specification of the valuation (version13). Mainly explicit the meaning of the bill of quantities and the quotation, the process and basic principle of the bill of quantities quotation, focus on the analysis of the cost component and the quotation process, and further study the factor, procedure, conditions and methods of the contract price adjustment during the stage of implementation. Secondly, analyze the risk factors of the construction project valuation, and identify the valuation risk existing in the bidding quotation phase and contract price adjustment phase. Taking the experts scoring table obtained from questionnaire as the data basis, deal with the data through the analytic hierarchy process (AHP), determine the engineering change, the material price fluctuations to be the key valuation risk factors, and analyze relativeness of the important pricing risk factors, like the deviation of quantities and the inconsistence with the project characteristics etc. At last, taking the house construction project as an object, through the analysis of the cost components, determine the partial construction project and the measure project cost in the house construction project as the object of the Monte Carlo simulation, and build the engineering quotation model. With the Monte Carlo simulation method and the engineering example, the key cost components include the cost of the concrete and reinforced concrete engineering, doors and windows construction cost, the cost of thermal insulation, thermal insulation, anti-corrosion engineering and the concrete template cost, and point out that reasonable price range.Research suggests that, the engineering change, the material price fluctuations, the deviation of quantities, the management fee rate when quoting by enterprises, the mechanical price fluctuations, and the inconsistence with the project characteristics etc. These are the important risk factors which has a greater influence on the project quotation. For the housing construction project, The price changes includes the cost of the concrete and reinforced concrete engineering, doors and windows construction cost, the cost of thermal insulation, thermal insulation, anti-corrosion engineering and the concrete template cost, it has the largest influence on the overall quotation. In the quotation process work of the engineering practice, enterprises should pay special attention to the overlap. The construction enterprises should pay full attention to the key valuation risk existing in the important cost components, making quotation work more reasonable and efficient, accurately predicting the risks, and constantly improve the level of quotation.
