Medical treatment field in our country is confronted with the following problems: medical treatment level has obvious territorial difference, and the aging of population structure causes the increase of health care requirement. Telemonitoring provides a method to solve the problems. Telemonitoring is a technical means to transmit user's physical or medical signal to monitoring center and then return diagnostic result.Learned the development and study status of telemonitoring, the paper suggests developing a low-price, simple, flexible, convenient, and easy-to-use remote health care system. The system is mainly composed of monitoring terminal and monitoring center, and they communicate through GPRS network. Monitoring terminal consists of measurement model and smart phone, and accomplishes measurement and process of physical parameters. Monitoring center analyzes measurement result and returns diagnostic result.Measurement model realizes measurement of physical parameters by signal acquisition, process, and calculation, and then send measurement result to smart phone through IrDA based infrared network. Because most illnesses cause blood pressure and pulse changed, also blood pressure and pulse are extremely important for life and health, blood pressure and pulse are selected. Measurement model chiefly includes singlechip, air pressure sensor circuit, amplifier and filter circuit, memory circuit, and infrared communication circuit. The singlechip is Microchip Co.'s low-price, high performance, pint-sized, and eight-digit PIC16F877. Air pressure sensor is Motorola Co.'s MCP2150. Using Microchip Co.'s low-price, high performance, IrDA stack controller MPX53GP, we can add IrDA wireless communication function to the measurement model facilely.Smart phone adopts open operating system, so the third party could develop kinds of applications according to API the OS supplied. The hardware is Dopod Co.'s 515 smart phone, software is developed with eMbedded Visual C++ IDE. The software for smart phone implements display, storage, query of measurement data, and IrDA, GPRS communication function. The technology of infrared wireless communication offers us a wireless communication mode that is low cost, convenient connection, easy-to-use, compact-structure, so is widely used in tiny mobile devices. GPRS is a new carried operation based on GSM, provides packed data transmission and p2p, wide-range wireless connection. Smart phone and monitoring center communicate via GPRS network.Monitoring center receives user's measurement result, stores and manages user's information and data, assigns doctor for user, and returns diagnostic result. The software of monitoring center is developed with c# language and Microsoft Visual Studio .NET IDE.
