The application of concrete with high-content fly-ash is a validity path to realize the sustainable development, which can reduce the consumption of cement and engineering cost, achieve the purpose of saving resources, energy, and environment protection, implement the harmonious development of environment and economy, satisfy the requirement of the scientific view of development.The paper focuses on the discussion of the chemical activation of fly-ash and the application feasibility of high-content fly-ash concrete in the canal liner engineering. Based on the comprehensive analysis of the former research on fly-ash active excitation, this paper discusses the activation effect on different fineness fly-ash of these three exciters: sodium sulfate, sodium carbonate and sodium chloride respectively, from which select the exciter having best excitation effect.By the orthogonal experiment, the paper research influencing laws of water binder ratio, volume fly ash, sodium sulfate, and hydrated lime excitation on concrete strength. By analyzing the creep results,the influencing effects of each factor on concrete strength of 3d,7d and 28d have been crystalized.Early strength of concrete under exciters increase remarkably. The test results indicated that, when water binder ratio is 0.5,Na2SO4 content is 1.5%, hydrated lime excitation is 15% or 10%,compressive strength of concrete in 28d can obtain C20 and even more over, though the fly-ash content is as high as 60% of the total amount of the concrete weight, satisfying the requirement of canal liner on concrete strength. In addition, Anti-Penetrability test of same mixing ratio has been carried, test results show that the seepage-resisted grade can reach W4 and more over, satisfying the requirement of canal liner on seepage-resisted.Finally, the paper analyzed that the application and generalizing of fly-ash concrete can realize the recycling utilization of resources, which have good economic benefit, society benefit and environment benefit, so it has great value in application. It is show that using high-content fly-ash concrete is completely viable in the canal liner engineering. And this material has the advantage of having wide raw material resources, excellent performance, economic and safe.
