Improving the electric power supplying quality and playing down the dissipation of electric network are the main tasks of power supply department. Executing the regulated on-line control of reactive power by the control center is the effective method that can achieve the above tasks. The current on-site voltage regulation and reactive compensation scheme in which looks on substation as an unit is used widely depending on its advantages of the simple principle and the credibility of implementation.The regulation of voltage and reactive power is frequent. If the manual regulation is adopted, it is difficult to achieve the most rational regulation , the workload of operator on duty will increase greatly. Therefore, the utilization of voltage and reactive automation equipment is the effective scheme.This article analyses the substation controller and the control strategy and considers the development of the automation of the substation. It adopts 9-area method control strategy based on super short term load forecast and designs the regulated control system of voltage/reactive power in substations. The control system is composed of observation control unit and industrial control computer. Within these two units, as the inferior set, the observation-control unit is composed of the input module of analog value,the input and output module of switching value,CPU function module and communication interface module. As the superior set, industrial control computer is mostly accomplish the function of background data handling and realizing control strategy. The communication agreement adopted between them is RS-232. The article thinks of the measure to prevent the disturb and designs the loop at the high voltage side.Experiments have proved that this scheme is reliable and easy to expend. It can offer adjustment and control on voltage and reactive power in substation timely and effectively.
