With the development of society, electric customers pay more and more attention to the quality of distribution systems operation. Voltage and reactive power optimal control is an effective means to secure the security, economy, reliability and quality of its operation. At present, the reactive compensate control is mainly on reactive power control, power factor control, and reactive power synthetically control. Taking the control strategy into considered, the reactive power control, the reactive voltage synthetically control is much reasonable. Although the use of power factor control comparatively simple, there will produce throw-cut vibration without relevant strategy.At first, theoretically analyzes have been done to the relations between reactive power balance and the voltage regulation of electrical power system in this paper. It compares all kinds of voltage regulation method's advantages and disadvantages, and mainly discussed the control strategy of typical reactive voltage adjusting device. With the practical operation experience and management experience on electrical network, this paper pointes out that most of the reactive voltage control strategies are imperfect, which have no optimization and too many transformer tapping and too many compensation capacitor adjustment, this influences the equipment life and the security, also causes the throw-cut vibration with the load fluctuation.The short-term and Ultra-short-term load forecasting to voltage synthetically adjusting has been introduced mainly on control strategy optimization of synthetically voltage adjustment. Firstly, carrying out an optimization on control strategy of the transformer tapping adjustment and compensates capacitor throw-cut, fully using two superiority to realize optimized synthetically adjustment voltage; but the premise is that it can judge the load fluctuation and grasp the load change tendency. Therefore, one feasible method is to use the control strategy of the short-term and ultra-short-term load forecast. The basic way is to compare the actual load with the forecasting curve, by the optimization calculation, judging whether throw-cut the capacitor and adjustment transformer tapping, and fully uses the overload ability of the transformer, thus achieves synthetically optimization's goal.The accurate forecast of electrical power system short-term load is the foundation of the realization of the above method. This paper has carried out the comparison of each load forecasting method, analyzed the load characteristic and the change rule. In order to increase the precision of load forecast and the intellectual level, the synthetically short-term and Ultra-short-term load forecasting method of the artificial nerve network and once basic linearity return, index smoothing method has been used. And specific numerical example has been used to verify this method of short-term load forecasting general practicality.At the basis of the results of the study, this paper has established the idle work compensation real-time control solution, has given the system diagram, carried on the optimization to the typical voltage idle work in the hardware aspect.
