China is one of the countries suffering the word's worst seismic hazard. The former standard of the reinforced concrete frame structure design in great quantities was lower. In addition of the damage of the durability and structure, it has become a very important research project on how to evaluate the anti-seismic capacity of the frame structure. The purpose of this paper is to combine our current seismic design standards and earthquake-proof standards, provide a fast and simple with a certain precision of the assessment methods.Firstly this paper presents recent years, national seismic research, special presentations assessment of seismic capacity for structures using ambient vibration measurement techniques in the development of various localities in recent years and pushover analysis principle. Secondly combining both the advantages and using the idea of the architectural anti-seismic design code this paper provides another technique of assessment of seismic capacity for structures using ambient vibration measurement, then this paper in-depth studies the important parameters in the method and calculates a typical example with a program compiled with the C language.Finally, the results are analyzed, draw some conclusions, confirmed that the technique is a fast and simple with a certain precision of the assessment methods.
