According to the geographical conditions and socio-economy development status of the study area, the paper conducted survey and evaluation of water resources development and utilization, made the prediction of water supply and demand, elicited operational states of the construction of Huanghe water transfer water supply project at Dezhou, analyzed and calculated water resources from Huanghe and available water supply amount, conducted survey and assessment of water quality of Huanghe, analyzed the reasonability of water withdrawal and usage of the constructed project and the influence of water withdrawal and backwater.On the basis of in-depth data collection, the paper made a comprehensive analysis on the Huanghe water amount, available amount of water withdrawal of Panzhuang Huanghe-water-transfer project, available water supply of Dingzhuang DingDong Resourvoir, and water quality. The paper adopted typical-year time-duration method to carry out calculation of benificial regulation, the method was reasonable. The results indicated that at 97ï¼…of Huanghe water availability, the 20 million m~3 demand of the fourth expanded project of Huaneng Dezhou Power Plant will be met via DingDong resourvoir at Dingzhuang which uptake Huanghe water through Panzhuang Huanghe-water-uptake canal. The water quality is classâ…¢at both Panzhuang, Huanghe and DingDong resourvoir, which met the water quality demand of the project.The design water supply criteria of the paper met the water standard of national and Shangdong Province, met the requirement of DL/T783-2001. The paper suggested that all the wastewater was reused, to reach the demand of zero-drainage, to avoid the influence to water environment.
