Automatic Meter Reading (AMR) is a new technology which applies data acquisition, transmission and processing to water, power, and gas supply and management. With AMR, the traditional manual meter reading shortcomings can be overcome and new hope has been brought out. The AMR systems are developed late in our country but progressing fast. With management revolution in the water, power and gas management, the AMR research is becoming a trend.The way for meter reading of Chinese electric power system is by manual work, in order to enhance the efficiency and lower the expense, it's better to update the method with information technology. On-site evidence of electric power theft is needed as well as automatic meter reading, because there appended more and more theft events of electric power appeared in the past years. According to the development of AMR technology, and GSM/GPRS technology in recent years, this dissertation mainly discusses the developing process for a Remote Electric Energy Measurement System based on GSM/GPRS Network Communication.The system is consists of electro-meter, on-site-unit, GPRS network, control terminal (mobile telephone).The system has performed successfully, automatic meter reading under the ABB and DL/T645-1997 protocol regularly or randomly, took field photo on the spot, received and sent short messages, and transmitted data by Email. This paper made improvement on the system, to meet the needs of The Power Company.â‘ Study the mode of transmission on the module of wireless communications, and confirm FTP transmission.â‘¡Another command MMNO has been developed to enrich the existing command set, which is used to modify the meter-specific number.â‘¢The system has functionally expanded by FTP (File Transfer Protocol) based data transmission, while random reading is completed by E-mail.â‘£Microsoft Access Database is used in this system as backstage Database. VB employs many language commands to access the Database in order to meet the operational demands of reading, writing and printing. This system can not only satisfy the demand of the electric power administration, but can be applied in other areas, such as industry control and remote measurement. It will be proved to have wide application and obvious economic benefits.
