Remote automatic meter reading technology becomes an important object in electric power department, with the development of the electric network and the marketization of electric management. The electronic watt-hour meter takes up a primary position replacing the inductive watt-hour meter ,which fastens the development of automatic meter reading technology, and makes it necessary to study this technology on electronic watt-hour meter.Electric energy stolen not only makes great economy loss to our country and electric enterprises, but also badly disturbs the natural order of electric power supplying and using. Even it can bring fire accidents, damage equipment of power supply and make power cut in big area, which endangers the safety of electric network and the stabilization of the society. Often it can be found that some people who stole electric power be injured. So, it is necessary to install multi-functional and reliable devices for anti-stealing in electric network.In this thesis, a system that has the function of reading the remote automatic meter and rightly judging the condition of electric power using is designed. The main contents of the thesis are as follows:1. How multi-functional watt-hour meter works is introduced, and the means for anti-electric energy stolen is discussed.2. The principle of AMRS and data transmission protocol are introduced, and the way and the format of data transmission in this design are put forward.3. The sofeware and hardware of this system based on pic16f877 are designed. The value of voltage and current sampled are compared with the value come from multi-functional watt-hour meter, and the rule for compare is setup by the position of the meter,and through the compare, the user's energy stolen action can be found. Sampling sundry value from the meter through RS-485, and storage them in external EEPROM. And organizing and sending the data base on the different demands from master station.This system is put into use now, and has the reliable performance that makes users very satisfied with it.
