Research And Application Of Whole Process Cost Management Of Military Construction Project

The level of cost management is not only of vital importance to the quality of project construction and the effective use of funds for construction, but also to the long-term and even the quality construction of the army. It is urgent for us to resolve the problems that how to decrease the cost of project and to save the investment so as to increase the value of money as well as military and social efficiency, with insufficient military expenditure but unchanged scale, standard and quality, and within stipulated time. It is said that we must work out a method on cost management through whole process to use and distribute the investment more efficiently and reasonably.Nowadays, there are many phenomena of failure to keep within the cost budget / forecast / estimate / tender in construction industry. These phenomena are at least caused partly by the failure to manage the cost in specific process. Considering the features of construction such as long investing period, vast and one-off investment, cost must be managed through a whole-process and all-around cost management system. The aim of this paper is to work out a method and approach on cost management through whole process, by analysis of the prevailing existing problems in military project cost management, so as to promote the scientific, legitimate and standard development of cost management.In this paper, the author adopts the method of comparative study, and integrates qualitative analysis and quantitative analysis. The author makes a research into whole process cost management model, and makes clear the division of stages, targets and contents in each stage, after reviewing the development of the theories and practices of cost management home and abroad, consequently, he points out the necessity of cost management through whole process. What's more, the author puts forward the measures of cost management in each stage, based on the analysis of the features of military project, and the existing conditions and problems of project cost management in different stages and aspects,and some managing measures this paper puts forward by taking management practice for example are presented.
