Urban waterfront is not only the origin of human but also the beginning of city. It is the area of city land which borders on river. lake or sea, so waterfront is the transmitted edge of water and land. It has all kinds of complex values of ecological function, landscape aesthetics and culture in mordern cities. Moreover, it is an important environmental element to create unique urban landscape to stress on the value of city environment by planning comfortable waterfront setting. Drought-hot valley regions is characterized by hot and seasonal dry regional climate with less rainfall but extremely high evaporation and soil loss caused by erosion due to the loss of vegetation and over developed land. It has suffered from land degradation and subsequent soil degradation which is characterized by extremely low vegetative cover, hot and severe drought in the whole dry season and scorching spells in the rain season, erosion, low nutrition and unavailable water supply for plants, which results in difficulties to revegetate in china. Luobugang Waterfront is a part of Pubugou hydrodynamic power station with reservoir. The planning starts from the water system of Luobugang district.Analysis and position were conducted for site context. Three planning themes (City Landscape Feature, Wetland Resort and Bayou Natural Landscape) have been proposed through excavating the historical culture of Hanyuan and investigating the planning area and the peripheral setting. The public space closing to water is being created and the good pedestrian system is provided in Luobugang waterfront, at the same time, the sustainability of Hanyuan historory Context, the promotion of city culture and the identity exhibition of the specific region (Liusha River waterfront) have been emphasized.
