With the development of world urbanization, increasing of population and abundance ofpeople's life, the demand to traffic becomes higher and higher. The public traffic dispatchingis important way to relax traffic problem, and the public traffic dispatching commands busrunning by schedule, so it is essential to establish a logical schedule.The paper establishes a new public traffic dispatching model through research and study,so as to gain a schedule. The model which avoids the disadvantages of traditional modelconsiders both passenger's and bus company's behalf, and seeks a balance between them.The public traffic dispatching model is a complicated nonlinear problem, which can besimplified by genetic algorithm. At the same time the paper introduces a syntheticallyimproved genetic algorithm, which utilizes the advantage of other meliorated geneticalgorithm and synthesizes them. Therefore the synthetically improved genetic algorithm'scapability is enhanced, and the result of model which is solved using it is excellent in thesolution space.Finally, the algorithm come true by C language and is proved to be feasible usingsimulate test besides its practicability. It can come into being software which is used to gain aschedule by a little modification.
