With the advances of Society、the development of City、the development of economiclevel, the problems of Urban Transportation have become increasingly prominent.The PublicTransportation has been proved the best way to solve those problems with the low energyconsumption, low pollution, low financial burden, low land use and low cost travel. ThePublic Transportation Dispatch is the center of Operation. The design and optimize of PublicTransportation is the key to improving operational levels、 service quality and theattractiveness.In this paper, the city of Xi’an as an example, two aspects which are the bus managementorganization and the bus scheduling status are analyzed from the current situation of mostcities’ buses scheduling in our country. On this basis, the existing main problems of busdispatch system are pointed out. Then the article explored detailed of scheduling modeanalysis and strategy study on bus, intelligent public transportation dispatching systemstructural strategy, public transit vehicle scheduling optimization.According to whether the scheduling has real-time or not, the bus scheduling can bedivided into static and dynamic scheduling. According to the scheduling involves the smallestunit, the bus scheduling can be divided into line scheduling and regional dispatching. Thecomparative analysis and strategy research on bus dispatching mode are conducted from theline scheduling and regional dispatching. The paper finally points out that although theregional scheduling has advantage and is the development trend of the future. But as the basisand premise, it is necessary to study the line scheduling.Combine with the current system of most cities’ bus scheduling problems, demandanalysis are conducted to the management decision makers, bus company and the travelers.The paper analyzes the goal wishing to achieve of intelligent public transport dispatchingsystem on the basis. And then design the intelligent bus dispatch system function structureswhich meet the needs of different levels. And the seven function modules involved weredescribed divided on the paper. In the study of public transit lines dispatching optimization, the variable of the model isdeparture time; the biggest targets are the waiting time of the passengers is minimum and thebus companies can benefit. In order to guarantee the benefits of both passengers andenterprises, the problem is formulated as a multi-objective programming problem, thus it canbe abstracted to a clear mathematical model. At the same time, establish the model underconsidering the constraints of the interval and the average load factor. And the model is solvedby multi objective optimization method based on genetic algorithm.Finally, the bus line of161in Xi’an is chosen for the study of case analysis. According tothe model, the table of departure time is calculated by the software of Matlab. And thecalculation result is compared with the existing timetable.
