In this paper, the further development is done on GIS and a system named FirepowerEarly-Warning platform is developed. The purpose is, integrating GIS and GPS and applyingit to the Firepower Early-Warning of Army, showing a intuitionistic and dynamicenvironment of the battlefield to commanders, which is very helpful for decision making andcommand, and is referential to developing the early-warning system of our Army quickly.It designs the working logic and structure and the blue print of the network building ofthe system. The system is made up of the Early-Warning subsystem, meeting subsystem,dispatching documents subsystem and the module of users' management.Most work is done in the Early-Warning subsystem, such as, map's basal manipulation,positioning and tailing objects on digital map, marking arms' firepower range, giving analarm in danger, playing back moving objects, sharing the firepower information with others,and so on. All of these are the elementary function of the Early-Warning system.By dint of the existing model of the operating speed of the truck, aiming at the characterof the troop's long-distance march, the paper put forward a solution to the shortest-time marchroute based on the analysis of road on GIS, which is implemented by the Linear OptimizedDijkstra algorithm.By selecting some elements of battle disposition as characteristic attributes, it builds thedepictive model of battle disposition. Based on this, it searches the similar cases from thebattle case database, which can help the commander to acquire the experience and lessons,and come to the purpose of decision making.Additionally, meeting subsystem and dispatching documents subsystem is designed andimplemented, whose functions include validating status by video, electric whiteboard,building and dispatching documents, etc.The system is developed with Visual Basic 6.0 and a GIS component of MapInfocorporation named MapX. It shows the commander a video environment of battlefield, andreminds him paying attention to the danger potential, which can save the time of finding andanalyzing relative information, and improve the speed and rationality of the command anddecision making.
