With the gradual opening of the country's low-altitude flight activities,more and more low-altitude unmanned aerial vehicles(UAV),whose potential dangers have caused social security and public security management problems.According to investigations,domestic unmanned aerial vehicles need to be strictly reported and approved.However,due to the long approval time for aviation missions or flight plans,many people are "selectively blind" in this matter and risk "Illegal Flying",which poses a great danger.Therefore,it is necessary to monitor the low-altitude UAV,judge its behavior intentions,give warnings if it is deemed dangerous,and intercept and strike them if necessary.By considering the above situations,a complete set of low-altitude early warning command and control systems can solve such situations.This system mainly includes two parts:a monitoring platform based on the combat platform and a command and control subsystem based on the command platform.Specifically,the monitoring subsystem is equipped with a radar detection sub-system,a video surveillance subsystem and a laser strike weapon subsystem,whose main functional responsibility is to attack and intercept low-altitude unmanned aerial vehicles.And the command and control sub-system is equipped with equipment that receives radar detection data and video surveillance data and corresponding command and control software,which can analyze and determine the behavior of the monitored unmanned aerial vehicle,assist commanders in planning and deploying combat platforms,and estimate and analyze the threat level and damage point of the calibrated target in order to implement corresponding defense treatment.The research content of this paper is mainly aimed at the business requirements and functions of the command and control subsystem.With the support of the monitoring subsystem,the combat platform to which the command and control subsystem belongs to low-altitude defense missions in important areas to prevent threats from low-altitude unmanned aircraft.The command and control subsystem designed in this paper has been well verified in the low-altitude aircraft early warning project and has met the functions,performance,and user requirements of the project.During the system design process,the software was targeted for reusability and scalability,laying a good foundation for subsequent model development.In addition,during the development process,system solution design,requirements analysis,and corresponding software design and implementation were completed in accordance with the requirements of the quality management system.At the same time,after the software configuration item eligibility test,system test,system joint test,and user field test,the command and control subsystem has been used normally.Although the system is currently in the trial operation phase,it is in good working condition,basically meets the user's requirements,and has been unanimously approved by the user.
