The pubic bidding, the all-purpose manner of contract model of construction project, is regarded as the scientific method to choose construction enterprises. Since China took part in the WTO, our building market has being now opened and faced cutthroat competition. So it is imperative under this situation for us to use pubic bidding, which is compatible with internationally accepted practices. Bid evaluating is the key factor of the pubic bidding, which needs knowledge about technology, security, management, economy and so on. The bid evaluation experts' comprehensive professional skills influence the veracity of bid evaluating, and their effective works can make the pubic bidding fruitful highly, so time limit for a project can be cut, the construction quality can be improved and the cost can be reduced.From the point of view of bid evaluation experts, the author studied the key techniques of the bid evaluating, such as agreement evaluating, technical level evaluating and business bid evaluating, then summarized the correct bid evaluating methods of the building engineering. The author also gave some practical examples about the bid evaluating in Sichuan Province in order to explain profoundly the laws and codes about the pubic bidding, analyze the problems and their reasons, and find the solutions. Analysis showed that we should establish the high quality committee of bid evaluation experts, improve the management level of the pubic bidding, and establish bidirectional guarantee system between the owners and contractors. This paper is also hoped to be the useful reference for the bid evaluation experts and other craft brother.
